At a conference on supporting wholesale and retail businesses in Dong Nai city to transition to digital operations, held on June 10, Deputy Minister of Science and Technology Bui Hoang Phuong assessed that many small businesses and traditional establishments are currently facing difficulties in adapting to new business methods.
According to him, as payment activities, invoicing, tax declaration, revenue management, and customer engagement increasingly shift to digital platforms, many businesses express a desire to undergo digital transformation but face limitations in accessing digital tools and digital skills.
From this reality, Deputy Minister Bui Hoang Phuong believes that the collaboration of state agencies and digital technology companies will assist citizens and businesses in their digital transformation, helping them operate more effectively and comply with legal requirements better.

Deputy Minister Bui Hoang Phuong stated that through digital tools such as sales management software, electronic invoices, and digital payments, businesses will be able to better manage their daily operations, reduce manual recording time, minimize errors, and save operational costs; while gradually forming data to support sustainable business development.
Dong Nai is recognized as a locality with a large community of businesses, with over 105,000 households contributing significantly to trade, services, and the circulation of goods in the area. The implementation of the program is expected to achieve dual goals, including: supporting businesses in accessing and effectively applying digital solutions to enhance their competitiveness and operational efficiency; while also providing practical foundations to refine models and solutions that support digital transformation tailored to the specific characteristics of businesses in the future.
At the conference, the Ministry of Science and Technology and the Dong Nai People’s Committee signed a cooperation agreement on coordinating and piloting support for wholesale and retail businesses in digital transformation within the city.
The program will be implemented through a collaborative model between regulatory agencies, technology companies, and businesses. In this model, technology companies will directly provide platforms, services, and support packages for businesses to access digital tools, while regulatory agencies will organize implementation, monitor, and assist in resolving any issues arising during the process.
Participating businesses will receive free assessments of their readiness for digital transformation and will be advised on selecting suitable solutions based on their scale and business needs.
Many technology companies such as VNPT, Viettel, Misa, and Sapo will also participate in the program, providing support for businesses to access and experience digital platforms for sales management, electronic payments, e-commerce, and online branding.
Businesses will also receive free support for a period regarding certain sales management software, digital signatures, electronic invoices, national domain names, and websites. The program will also organize direct digital skills training sessions at local facilities to help citizens and businesses familiarize themselves with digital tools in production and business activities.
A representative from the Dong Nai People’s Committee stated that the program will run until the end of November 2026, aiming to reach all wholesale and retail businesses in the area. According to the Ministry of Science and Technology, the results of the implementation in Dong Nai city will serve as practical grounds for researching and refining models to support businesses in digital transformation and considering expansion to other localities in the future.
